Whatever you buy, repair the wood first. A toilet flange repair kit fitted into wet, soft plywood will fail the same way the last one did, and you will be doing this job again next spring. If the rot has reached a joist, call a framer rather than a plumber. It is the one case where the money genuinely goes further spent elsewhere.
